随着城市化和信息化社会的纵深发展，数量大、分布密集和供电稳定的城市道路照明灯杆成为城市核心物联网资源，综合开发道路照明灯杆的社会服务功能和经济价值成为一种趋势，国外的众多机构已经开始了利用灯杆搭载各种小型化智能设备的有益探索。但是，目前国内外道路照明灯杆的综合开发利用，基本还是以简单功能叠加、外挂外接为主，多功能一体化集成并协同工作的成功案例还不多，另外也缺乏科学的科技标准、有效的管理机制和成熟的投资运营模式。
智慧灯杆以灯杆为核心，将照明控制、视频监控、语音广播、公共 WI-FI、报警求助、空气监测、绿色充电、信息发布、广告互动、车位监测、井盖监测等功能集于一体，达到“多杆合一、一杆多能”的作用。
智慧灯杆在城市推广应用后，可构建大区域跨平台的“新型智慧城市”物联网与大数据架构，将有效减少道路设施的公共经费投入，并极大节约智慧城市的建设成本，推进“互联网 +”战略实施，带给公众、企业切实效益。
